DC Decoded · Research monitor
What Southeast Asia is actually building
A continuously reviewed public-source intelligence register designed to distinguish announced capacity from capacity demonstrably progressing toward operation.
Coverage: Singapore · Malaysia / Johor · Thailand · Indonesia / Batam · Vietnam · Philippines
Public preview updated 17 September 2026
The question
How much announced capacity is becoming usable infrastructure?
Announcements matter, but they do not all describe the same thing. A campus plan, an IT-load figure, a utility allocation, a PPA and an energized building are separate facts. This monitor keeps them separate and follows the evidence from announcement through operation.
- Verified requires direct support from a strong source.
- Reported is credible secondary evidence that is not independently confirmed.
- Unknown means not publicly verified—not no.
- No subjective readiness scores or probabilities.

Verified measures, kept separate
Each figure answers a different question. The underlying project and evidence registers remain private.
Do not add these figures together. Announced capacity, IT load, allocated power, construction, energized and operational capacity overlap in different ways. The 6 MW operational figure reflects project-specific confirmation in this reviewed pipeline; it is not Southeast Asia's total operating base.

Beyond the Announcement
Why a large announced pipeline is not the same as deliverable capacity—and what this research is designed to test.
ReadyNot All Megawatts Mean the Same Thing
Campus capacity, utility supply, IT load, construction capacity and operating MW answer different questions.
PlannedA PPA Is Not a Power Connection
Energy procurement can strengthen a project without proving that electricity can physically reach the site.
PlannedFrom Announcement to Operation
The execution gates that turn a press release into usable data-centre capacity.
PlannedSix Markets, Six Different Constraints
How power, permitting, land, water and grid infrastructure shape delivery across the six covered markets.
PlannedWhere the Buildout Creates Opportunity
What verified progress implies for utilities, engineering, equipment, construction, cooling and other partners.
PlannedWhat the monitor covers
Projects, phases and the gates between them
Publicly identifiable data-centre projects and programmes in the six covered markets, including announced, approved, planned, under-construction, energized and operational phases where project-specific public evidence is available.
What it does not claim
- A complete census of every operating facility in Southeast Asia.
- Private utility, customer or financing information.
- That a PPA proves physical grid readiness.
- That an expired target date proves a project failed.
- Investment advice or a forecast of completion probability.
Detailed research
The evidence is valuable because it is traceable.
The public preview explains the framework and shares selected verified aggregates. The detailed register retains project-level sources, evidence IDs, caveats, conflicts and unresolved execution gates.
